PURPOSE: To keep a cutting off function of water for a long time, by inserting steel pipes in the right and left piles respectively arranged at an interval of a soil zone and inserting special mold members in the central soil zone, while positioning respective receiving members against the steel pipes. ;CONSTITUTION: After a continuous hole 9a is excavated and cement milk is poured therein to form a soil pile, special mold members 3b are inserted in the center of the continuous hole 9a. Next, after a continuous hole 9c is excavated at an interval from the continuous hole 9a, the continuous holes 9a, 9c are connected to each other to make a continuous hole 9b. Next, steel pipes 3a are inserted into the holes of the right and left ends of the continuous hole 9b respectively and the mold members as the receiving members are inserted in the central part thereof so as to face to the steel pipes 3a. After a continuous hole 9e is bored at a distance from the continuous hole 9c, a continuous hole 9d is excavated to connect to the holes 9c, 9e.
