PURPOSE: To monitor and control the existence or an alias's account by comparing discrimination information to discriminate whether a first user account and a user account used by a second request have different names or not. CONSTITUTION: A digital signature is ciphered again with a public key of a registerer 110 and is compared with a generated certificate related to the digital signature to prove it by an entity that an account certificate 130 is certainly signed by the registerer 110. This generated certificate has the digital signature ciphered again. If they are equal, the entity using the account certificate confirms that the generated certificate as well as any ciphered account certificate are not corrected after generated or corrected by the registerer 110 and data of the account certificate is not generated in the work station of the registerer.
