A process for manufacturing a reel based on a continuous flexible object 1, such as a cable or line, the reel being surrounded so as to form a package for supply to a user, the article 2 being wound or rolled on an axially open cylindrical sleeve 28 in order to produce the reel. When the wire or line has been cut, it is arranged in a protective covering, so as to encircle the reel, between the protective discs 29, 30, and a plurality of tapes are arranged so as to surround the sleeve 28, from the inside thereof, the protective discs 29, 30, the protective covering and the reel being encircled by these components without engagement on the lateral supports 10, 11, after which the tapes are gripped and their ends joined in a strong join so as to form the package. The present invention also describes a system for handling a cable or line, which is prepared and wound in the manner described above, and also the tool of the structure described above.
