A method is shown for stabilizing clay bearing soils in which a silica compound is incorporated into the soils in addition to the application of lime. The silica compound can be either an amorphous, silica fume, a crystalline silica, a silica gel, sodium silicate, potassium silicate, finely ground glass or combinations thereof. The silicate compound promotes the formation of calcium silicate hydrates over the formation of calcium aluminate hydrates in the resulting pozzolanic reaction occurring in the clay bearing soils. The silica compound and lime can be incorporated into the soils in a single step.
