This invention relates to a switching controller and a switching control method to a standby system in a mixed system of a duplex system and a backup line, and is directed to effect communication without using the backup line at the time of switching of lines in a switchboard. The switching controller includes a first switchboard (1-1) having a processor (1-11) for managing a communication line and a pair of communication multiplexers (1-12) and (1-13) for duplexing; a backup line (6) using a public network; and a second switchboard (2-1) for switching between the backup line (6) using the circuit and the public network through the first switchboard (1-1). The first switchboard (1-1) transmits a normal report signal to a communication counterpart at the time of switching to a standby system of communication multiplexers (1-12, 1-13) and transmits a restriction release signal after switching so that communication can be made without using the backup circuit (6).
