the development of communication technique of this invention is characterized by the use of the information on the channels from both the base station and the subscriber terminal to determine the channel of radio traffic, on which we can establish a new communication.the communication between the base station and the terminal of the subscriber is on a signal channel until the traffic channel is selected.communications are established so that they are on a radio channel, a series of channels are taken into consideration by the subscriber terminal, and has less interference from a measurement made at the subscriber terminal. the number of channels taken into consideration by the subscriber terminal is a subset of the set of channels assigned to the service.this subset consists of channels with little interference from the measurements made at the base station, and which, moreover, are not reserved exclusively for services to fixed and stationary condition in the geographic area of the base station.the development of communication technology, thus ensuring that the communications are on channels with little interference from measurements of both the base station and the subscriber terminal.the technique also facilitates the sharing of radio bands with the fixed service allocation and static, since it is not necessary to schedule each subscriber terminal to avoid the bands allocated to the fixed service.
