Treating organic substances, partic. chlorinated organic cpd.-contg. effluent from the prepn. of epichlorohydrin obtd. by reacting dichloropropanol with an alkali cpd. (pref. aq. calcium hydroxide-contg. soln. or suspension) and then sepg. from the reaction mixt. by distn., leaving effluent contg. aliphatic and/or alicyclic chlorinated hydrocarbons, ethers, alcohols, ketones, aldehydes and/or carboxylic acids. The process comprises directing the effluent, contg. greater than 10 (20) mg/l adsorbable halogenated organic cpds. (AOX) and having a pH of 10-14 (11-13) (at room temp.), into and/or through at least one additional reactor at greater than 75 (85) deg.C and at least 1 (2) bar absolute pressure for at least 0.5 (1) hr. to fully or partially dehydrochlorinate the chlorinated organic cpds. and then the treated effluent is removed and opt. reused and/or subjected to further treatment. Also claimed is the appts. for carrying out the treatment, comprising at least one separator (2), at least one heat-exchanger (8) and at least one reactor unit, pref. comprising four individual reactors (4, 5, 6, 7) arranged in series or parallel to each other. (2) is pref. a sedimentation separator and, pref. like the reactor unit or (4, 5, 6, 7), has a conical configuration. ADVANTAGE - The process is environmentally friendly and economic in that it requires v. little energy, no expensive, complicated appts. and v. few chemical reagents.
