The cutter has a blade at the housing opening and an exhauster drawing air into and through the housing. The blade, fixed in the housing, forms with an edge of the latter a nozzle-type opening. The guide member (28) is mounted below the blade (14) and masks it as far as the cutting edge, towards which it is chamfered. There can be an air guide (24) in the top part of the housing (12), extending from the housing edge opposite the cutting edge and well beyond the housing centre line. There can be a cap enclosing the housing top and sliding vertically on it. A comb-type opening in the cap is in line with the housing opening. ADVANTAGE - Increases force holding cutter in place, with consequent easier cutting.
