The IC engine (1) is coupled to an exhaust pipe (2) with a catalytic converter (3). An exhaust gas sensor (4) having an associated heating element (5) provides an input to a controller (13). A pump (9) circulates fluid through a thermal storage unit (8) and the engine block. The pump can be activated by a relay (11) coupled to the battery (10). For operation of the engine to generate low emissions under cold start conditions, the ignition switch activates the pump and the sensor heater (5). After a specific time the engine starts when a predetermined temperature has been achieved. ADVANTAGE - Reduces cold start emissions.
