The system provides spatial and time sub-sampling of digital video signals representing a series of interlaced or sequential images divided into block of m x n points. The system includes a spatial pre-filtering circuit providing an output which is a series of sequential images limited in bandwidth. This lies in series with a spatial sub-sampling circuit and a temporal sub-sampling circuit. The system also includes a stage for estimation of movement in the image, providing information relating to the movement of an image w.r.t. that on either side of it.
