PURPOSE:To minimize trouble in the stopping control of a turbine by providing means for detecting full-close of a block valve, means for detecting full-close of a turbine nozzle, a circuit breaker and a power direction detecting means, and breaking the contact of the circuit breaker upon elapse of a set time after full-close of the turbine nozzle. CONSTITUTION:When generating amount is reduced, a control means 14 is manually operated to switch a three-way valve 10 and a turbine nozzle 3 is closed gradually. A power direction detecting means 12 then detects generation of reverse power and feeds a detection signal to the control means 14. The control means 14 switches a three-way valve 6 to fully close a block valve 2. Full-close detection signal of the block valve 2 is fed to the control means 14. On the other hand, the control means 14 switches the three-way valve 10 to fully close the turbine nozzle 3. Full-close detection signal of the turbine nozzle 3 is fed to the control means 14. Upon elapse of a set time after full-close of the block valve, the control means 14 provides an operational signal for tripping a circuit breaker 11 which is thereby tripped.
