PURPOSE: To prevent condensation on a surface of a cooling plate by providing a heat insulation plate so surrounding as to form a space between the cooling plate and an infrared transmission plate or film. ;CONSTITUTION: A radiant heat exchanging type cooler 10 has a cooling plate 12, an infrared transmission plate 14 and a heat insulation plate 18, and comprises a cooling tube 16 in which refrigerant such as water, fluorocarbon, etc., flows and which is provided adjacently on a back surface of the plate 12, wherein the plate 14 is formed, for example, of polyethylene, single crystalline germanium, silicon, etc. In this case, the plates 14 and 12 are surrounded by the plate 18 thereby to form a space 20. Dry gas having a dew point of 10°C or lower is charged in the space 20. Further, the space 20 is evacuated substantially in vacuum thereby to set a surface temperature of the plate 14 substantially to the same as the ambient temperature.
