PURPOSE: To effectively utilize mineral resources, such as monazite and pitch blends contg. low-concn. radioactive isotope, to produce the concentrate thereof, to produce the calcined matter of ion sources suitable for ionization of air and water and to subject the air and the water to an ionization treatment by using the calcined matter of the ion sources. ;CONSTITUTION: The mineral resources, such as monazite and pitch blends, contg. the low-concn. radioactive isotope are mixed with raw materials to be calcined and are calcined by multiarcs 3 to form the calcined matter 4 of the ion sources. The ionized water and air are obtd. if the air and the water are passed into such calcined matter 4 of the ion sources. The soap and cosmetics sticking to the face are instantaneously washed away if the ionized air is made into fine bubbles and is injected into the water or hot water for washing and if such froth is applied on the face.
