PURPOSE: To The efficiently melt the snow on a road surface in the snowfall season, efficiently collect the radiation heat of sunlight accumulated in a road plank in the season other than snowfall season, utilize the hot water obtained by the heat-exchange for household use or the like, simply and quickly carry out the construction work of the road plank and securely exhibit the expected effect without causing the dislocation of heat transfer pipes. ;CONSTITUTION: In a snow-melting/heat-collecting road plank construction consisting of a plurality of road plank construction panels 1 which has been juxtaposed on the underside of a road plank surface layer 18 with the upper surface flush, and flexible heat transfer pipes 2 laid thereon; the road plank construction panel 1 is integrally formed by successively laminating from above heat transfer material 4, heat insulating material 5, reinforcements 6, and soft backing material 7. The heat transfer pipes 2 are fixed on the panel 1 and connected to the heat transfer material 4 by means of stays 3 of high heat conductivity that have been fitted on the panel 1.
