PURPOSE:To generate synchronizing signal data and envelope data without errors from a ROM circuit by permitting a line address generated in first and second counter circuits to accurately express the present sampling position of a sampling clock in a 1H section. CONSTITUTION:The first counter 2 comes to a high-order line address showing the schematic position of one horizontal scanning section by counting the clock of a clock generation circuit 1, and a second counter 3 comes to a low-order line address showing a sampling phase in one clock. The counters 2 and 3 accurately express the sampling position in the 1H section without the errors of quantization. Consequently, data generated in the ROM circuit 4 comes to be continuous on a time base. Thus, syunchronizing signal data can be accurately generated to a low order bit in digital VTR dealing with the video signal of high dignity, which has the large number of bits per data.
