PURPOSE: To shorten the construction period of a wall by fitting a heat insulating panel in which a foaming heat insulating plate is laid along a panel backing frame having a closing film laid along a structural plywood into the opening part of a frame for a wall. ;CONSTITUTION: A panel backing frame 3C of rectangular front face laid along the room inside face of a structural plywood 3A serving as face bar for holding rigidity of a building through a closing film 3B is formed. A foaming heat insulating plate 3E is laid along the room inside face of the structural plywood 3A, while leaving nailing allowance parts 3D, so as to form a heat insulating panel 3 for a wall. Next, the heat insulating panel 3 for the wall is fitted into the opening part 2E of the frame 2 for the wall from the outside, and the nailing allowance part 3D is fixed with nails.
