PURPOSE:To facilitate placing work of a concrete retaining wall and to reduce the loss of a back-filling material by using a water permeable sheating material consisting of a water permeable frame structural body capable of self- independence and a water permeable back-filling material burried thereinto. CONSTITUTION:A water permeable sheating material 1 consisting of a water permeable frame structural body 2 capable of self-independence and a water permeable back-filling material burried thereinto is provided. After that, temporary sheathing materials 1 are successively piled up on a floor plane 23 between a concrete retaining wall 35 during the construction and a bedrock cut-off line 31. Then, backfilling material consisting of a backfilling material 37 and back earth 36 are backfilled between the temporary sheathing material 1 and the bedrock cut-off line 31. The back earth 36 is borne on the temporary sheathing material 1 and, at the same time, the concrete retaining wall 35 during the solidification is borne. According to the constitution, the widening of skirts of the back-filling material is suppressed, and the walling of the concrete retaining wall 35 can be prevented.
