PURPOSE: To correctly and easily measure average temperature irrespective of a distribution state of the average temperature by performing a temperature measurement of a heat storage structure at a plurality of points upon measuring the temperature of the heat storage structure to detect the amount of heat storage of the heat storage structure and controlling operation of a heater, etc., in response to the amount of heat storage. ;CONSTITUTION: In an electric heat storage heater, heat is stored in a heat storage structure 3 using inexpensive time zone electric power such as midnight electric power and snow melting electric power, etc., and stored heat is used to perform day heating for effective utilization of residual electric power. The heat storage structure 3 is constructed by arranging heat storage bricks 6 vertically and horizontally, the bricks being surrounded with a heat insulating material and being heated with a heater for heating the heat storage structure 3 with power supply. In this case, measuring points are provided at junctions among the bricks 6, and temperature sensors 16 are mounted at the measuring points for temperature measurement at a plurality of the points.
