PURPOSE: To improve the accuracy of measurement and to facilitate and ensure the maintenance and control of an operation by a construction wherein a measure of small capacity for correcting an error is provided at a position at which a turnover torque being caused by extra rainwater and about twice as large as the turnover torque is generated. ;CONSTITUTION: Rainwater drained from open end parts 14A and 14B every time when turnover measures 6A and 6B turn over alternately is poured into a water receiving unit 16, and a drive force generated by lowering of the unit is transmitted to a distributing mechanism (nozzle) 4 through the intermediary of a swing rod 17 and a link lever 26 and makes the nozzle 4 be directed onto the upper ends 10C and 10D of lateral gutters 8A and 8B. On the occasion when the measure 6A ends turnover and the drain and the measure 6B is reversed toward the position of receiving water, the mechanism pours rainwater for correction corresponding to the rainwater poured excessively for several seconds below the decimal into the measure 6A at the time of its turnover, into a measure 10B of small capacity so that a turnover torque for correcting the amount of the rainwater poured excessively for several seconds below the decimal into the measure 6A be given to a turnover axis 9D when the measure 6B starts turnover.
