PURPOSE: To reduce a sludge generated by treating a large extent of water pollution at a low cost and also to improve a water quality. ;CONSTITUTION: A float type pump 1 is installed so that the sludge 6 is not sucked, and a microorganism group and a sucked water are mixed by using a microorganism group feed device 4 only or linking with a proliferation vessel 5, and discharged from a water discharge port 3 above a water surface 7 or under the water surface.
