PURPOSE: To increase workability by specifying the speed of a chain body when a ballast layer is scraped off by an endless chain band supported pivotally on a V-shaped guide panel body. ;CONSTITUTION: A top end 15 of a guide panel body 12 is made in contact with the side surface of a ballast layer 14, moved in digging direction by a hydraulic cylinder body 9, and ballast is scraped off by an endless chain band supported pivotally inside it. Next the ballast scraped off is discharged from a scraped-off ballast discharge part 17, and transported by belt conveyors 3, 4, and 5. Then the movement speed of the chain band is set to approx. 2m/sec. or over, desirably at approx. 3 to 5m/sec. The chain band is connected to an elliptic chain ring body, and a wide plate body with projected body for soil scraping off is fixed to it. Also, using liftable front wheels 29 and rear wheels 31 on rails 6, and using a caterpillar traveling machine 30 on a general road, traveling is performed.
