PURPOSE: To uniformly apply electrolytic action to a working surface total area of a grinding tool by setting a rotational speed of a rotary unit so as to be prevented from obtaining an integer multiple of wavelength of a current waveform intermittently applied by rotating the rotary unit where any one pole is formed of a conductive part and an insulated part. ;CONSTITUTION: A cylindrical electrode 16 is rotated during grinding work, and a conductive part 16a and an insulated part 16b are alternately placed adjacent opposed to a working surface of a grinding tool, to make the cylindrical electrode 26 act intermittently as a cathode. Here, a relation between a rotational speed N of the grinding tool and a rotational speed n1 of the cylindrical electrode 16 is set so as to be prevented from obtaining an integer multiple N≠a×n1 (a: fixed number integer). That is, the integer multiple of wavelength of a current waveform is prohibited.
