PURPOSE: To prevent submarine scouring at the front face of an outlet due to the stream of tailrace and waves. ;CONSTITUTION: A rubble bed 13 is laid down under the covering bed 14 laid on the marine ground 12 at the front face of an outlet 10 and the marine ground 12 at the front end of the covering bed 14 is replaced with rubbles 16. And a specified volume of earth in the objective range for the countermeasure of scouring in the marine ground 12 at the front face of an outlet 10 is dredged and the area is replaced with rubbles 16.
