The garter essentially consists of mutual coupling, loose, of a belt and at least one cord, capable of producing numerous gradations in combinations of elasticity, where at least one cord is loosely sheathed in the longitudinal part of the belt and has on the outside of the sheath that contains it long ends, terminating with a knot, where the end sections of the belt, essentially coextensive with the end of the cord, are covered in complementary fashion with prehensile fabric and intended to be supported so as to produce a distinct expansion essentially corresponding to connection between the sheath and cord. The belt is moderately elastic and the one or more small longitudinal cords sheathed in it emerge from it or protrude into it on the end, produce toward the outside in the direction of the thickness a protrusion capable of increasing the adherence between the garter and the leg. The manufacturing process consists of equipping a loom with hooks to weave a strip 11 in which warp threads 5 are elastic, where at least the central band 16 of strip 11 is tubular and on the inside of said tubular band 16 there is a small cord 4 designed, also tubular, which is slightly elastic, without containing elastic threads. The end portions 011, 011' of the strip are essentially transformed first of all by extracting portions of the ends 04, 04' of the cord from it and then imparting to them an inelastic effect by connecting to each of them an edge 6, 6' of self-coupling material of the velcro type or equivalent.
