The procedure for manufacturing chipboard panels from timber chips comprises: formation of the chips in at least two different grades; the formation with the chips in each grade of respective heat-setting mixes; the formation with the mixes of a mattress comprising an intermediate layer with the coarser grade and at least two pairs of lateral layers, each layer containing chips of the same grade, the grade of the chips of the pairs of layers becoming finer the further from the intermediate layer; hot-pressing of the mattress to obtain a partly machined panel; smoothing the latter also for the purpose of reducing its thickness within pre-established tolerances; characterised by the fact that timber-based by-product dust is used for the formation of the mix of the outermost layers of the mattress.
