An apparatus for winding small rolls of paper from largerolls includes a counter to measure the length of the webbeing wound, a presser to sense and control the outerdiameter of the small rolls, an encoder to detect and controlthe diameter of the small roll as it approaches thepre-determined desired diameter thereof, and an electroniclogic control connected to the counter, the presser and theencoder whereby to ensure that the weight of paper and theouter diameter of the small rolls will always be within thepredetermined limits. The apparatus may also include adevice to record the weight of the small roll and sensors toautomatically adjust the length of the web and also the rolldiameter as the small roll is being formed. The sensors mayalso include fine and coarse tuners to adjust more preciselythe movement of the web onto the small roll within relativelynarrow tolerances.
