A method of allocating spare capacity to links (32) of a telecommunications network (30), comprising inputting link data representing the number of working channels available on each of the links (32) and the network nodes (34) connected to the link, processing the link data to obtain restoration flow data representing the links (32) which can support a restoration path for each one of the links (32) without exceeding a node hop limit, and applying the link data and restoration data to a linear programming process which obtains a spare capacity allocation for each link (32) on the basis that the sum of all restoration flows for each link (32) is greater than or equal to the number of working channels of the link (32), the spare capacity allocation for each link (32) is greater than or equal to sum of all restoration flows for the link and the sum of the spare capacity allocation on each link is a minimum.
