The method and apparatus forms simultaneously the inner and outer pipe by ramifying synthetic resin gel in specially formed inner tubes while passing the gel through forming passageway of extrusion dies. The apparatus comprises air holes(34,35) formed in the surface of a main body(32); an inner pipe die(61); a fixed member(81) perforated with an air hole(82) according to an air hole(62) of the inner pipe forming die(61); the inner tubes(11) fromed equidistantly in a circunference seperated from a number of forming rods(12); an air discharge pipe(71) having slant holes(73) and upright holes(74).
