The composition of the present invention comprises a mixture of magnesium oxide and a waste rock or a mixture of waste rock and waste paper in a ratio of 1: 0 to 1: 4, preferably 1: 0 to 2: 3, and magnesium chloride as a curing accelerator, 20%.
