The present invention relates to a non-PBDE thermoplastic resin composition comprising a high impact polystyvene (HIPS) copolymer and a non-PBDE bromine-based flame retardant, decabromodiphenyl, brominated epoxy and TPP as a flame retardant plasticizer. The present invention provides a HIPS resin composition which is low in manufacturing cost, does not deteriorate in heat resistance even when added in a large amount, and has no heat aging during molding, that is, improved in weather resistance, flowability and thermal stability . The present invention is characterized in that 5 to 11 parts by weight of a non-PBDE bromine-based flame retardant, decabromodiphenyl, 13 to 7 parts by weight of brominated epoxy and 3 to 6 parts by weight of TPP are added to 100 parts by weight of a HIPS resin, The composition thus produced exhibits effects of improving weatherability, flowability, improvement and thermal stability at the same time.
