PURPOSE:To accurately decide an optimum image with respect to two kinds or more of density images by calculating the ratio of the number of graphic blocks with a prescribed size to the whole number of graphic blocks with respect to two or more density images and then comparing their sizes. CONSTITUTION:The title device is provided with a means 2 for quantizing an image signal obtained from a scanner to two levels or more, counting means 5, 6 for detecting and counting the graphic blocks of each quantized image, counting means 7, 8 for counting up the number of graphic blocks with prescribed size, and means 9, 10 for calculating the ratio of the number of graphic blocks with the prescribed size to the whole number of graphic blocks with respect to each binary image. A comparator 11 compares the size of a 1st rate signal g1 with that of a 2nd rate signal g2 and outputs a larger value as an optimum image quality signal (h). Consequently, the optimum image quality for two or more density images can be easily selected by means of simple circuit constitution.
