PURPOSE: To ensure juvenile fishes of weak swimming power just hatched in the river not to be caught into intakes provided in this river by making the flow center of the river align with a channel intended to guide the fishes therethrough to efficiently guide them. CONSTITUTION: The flow center C0 of the river 2 is made to align with a channel intended to guide juvenile fishes therethrough, or the flow center C1 is set on the upstream side apart from the spot of an intake 22 provided in the river 2 by a specified distance on the riverside opposite to the intake apart from the center of the river in the width direction at least to a spot just before the intake 22. In this case, it is preferable that the river bottom on the riverside having the intake 22 be made shallower than that on the opposite riverside from the above-mentioned upstream side to the spot just before the intake 22.
