PURPOSE: To provide a cold air supplying method and a cold air apparatus, in which a flow of cold air can be positively produced without being influenced by the temperature humidity of the surrounding atmosphere and the like, and this flow of cold air is blown from a floor surface to an upward direction. CONSTITUTION: A cold air supplying method is carried out, such that water is injected like a shower from an upper part to a lower part within an air passage 25, an air flow 25a flowing from the upper part to the lower part in the air passage 25 with the shower, and concurrently air is sucked from the upper part to the inner part of the air passage 25, the air flow 25a being cooled with heat generated by vaporization of water droplets constituting the shower, the cooled air flow 25a is supplied from the lower part of the air passage 25a to the lower part of a floor 31, and then the cooled air flow 25a is mode to flow out upwardly from the floor 31.
