PROBLEM TO BE SOLVED: To provide a method and device for preventing the operation of a processor from being interrupted when the capacity of a buffer is full. ;SOLUTION: A protocol issues an instruction so that a load buffer 60 can always attain superiority until a store buffer 61 reaches a constant high standard 62. The store buffer 61 obtains the priority order, and continues to perform access to a memory until it falls to a low standard. When the store buffer 61 reaches the high standard 62, the store buffer 61 always obtains the priority order until it falls to the low standard. The load buffer 60 always attains superiority when it is beyond a high standard 63. When the load buffer 60 is below the high standard 63, the load buffer 60 attains superiority until the store buffer 61 reaches the high standard 62.
