PURPOSE: To reduce a thermal load to an incineration ash charging device of an incineration ash melting furnace, and at the same time, prevent a melting furnace internal gas from staying in the incineration ash charging device, etc. ;CONSTITUTION: The atmospheric temperature at the upper part in a melting furnace 1 is kept at a temperature at 400'C or lower by forming an unmolten incineration ash layer 2 of a specified thickness, on the top of a molten slug layer 3 in the melting furnace 1.
