PURPOSE: To reduce the thermal stress of a steam turbine rotor to enable the restarting in a short time by raising an load on a gas turbine and a temperature of exhaust gas when a difference between the temperature of main steam and the steam turbine rotor is large. ;CONSTITUTION: Along with the shift to load shut-off running or in-plant single running A, the exhaust gas temperature 21 of a gas turbine 4 is abruptly lowered and the main steam temperature 22 is abruptly cooled, provided that the steam turbine rotor temperature 23 is gradually lowered by the natural radiation. Before the ventilation to a steam turbine 14, permission C of increasing a load on the gas turbine 4 is given to raise an exhaust gas temperature 21. Thus, after a difference between the main steam temperature 22 and steam turbine rotor temperature 23 is set within a predetermined range, the ventilating permission B is given also to the steam turbine to raise loads on the gas turbine 4 and steam turbine 14, and complete restarting.
