PURPOSE:To prevent sudden decrease of engine output to attain stability and to self-control unnecessary output to improve responsiveness and follow-up ability by limiting the command value to a limit value when the computed command value exceeds a throttle valve moving limit value. CONSTITUTION:In a control unit 58, output of engine operating condition detecting means such as a crank angle sensor 52 and so on and an accel sensor 48 are input to a microcomputer and it sets an opening of a throttle valve 6. According to the opening output, a command value given to a pulse motor 5 for driving the throttle valve 6 is computed on every designated period. In this case, the limit of a command value is fixed not to exceed the moving limit of the throttle valve 6. Thus, there is no disadvantage that the throttle valve 6 is forcedly returned by a return spring and an unnecessary command value is not output in all closing conditions. Accordingly, the control is excellent in stability and the responsiveness and follow-up ability can be improved.
