PURPOSE: To exert a sound insulating effect to a satisfactory extent by constituting a building material with a base material of a plaster board provided with a building material function and a sound insulation sheet made of asphalt base material provided with sound insulating properties as a building material installed to the base material. ;CONSTITUTION: A building material 1 consists of a plaster board 111 provided with a function of a building material, for example, a strong ability and a sound insulating material 112 which uses asphalt provided with sound insulating properties as a building material installed to the plastered board 111 and which kneadingly seats inorganic and organic substances inside. The thickness of the sound insulating sheet 112 is set to 0.5 to 20mm.
