PURPOSE: To make it possible to store a material inside an envelop in an airtight state, and what is more, to store the material under the application of a pressure load by filling water in a cavity formed underground and inserting an envelop made of a porous film member and storing a water insoluble material or a water slightly soluble material in the envelop by way of a transfer pipeline against water pressure. CONSTITUTION: A cavity 2 is formed at a specified depth of a ground 1. While holding a specified water level in a shaft 3 installed to allow the cavity 2 to communicate with the ground surface, filling water 10 is filled in the cavity 2. An envelop made of a porous film member is installed into the cavity 2. A storage material 7, which comprises a nonwater soluble material or a water insoluble material is fed into the envelope by way of a delivery pipeline 6 from the ground and stored inside the envelope 5 while it is expanding the envelope 5 against the water pressure by the filing water 10. The material 7 is stored in airtight inside the envelope 5 with a water film formed by a surface tension of the filling water 10 prevailing in each fine hole of the porous film member which constitutes the envelop 5. The material 7 is stored in the cavity 2 under the application of a specific pressure load produced by a static pressure of the filling water 10 in the cavity 2 determined by the water level in the shaft 3.
