PURPOSE:To form a water barrier sheet which has a function as a drain material by interposing a strip sheet between the coupling portions of porous sheets, for stopping the osmosis of a delayed coagulation osmotic liquid, and laying the porous sheets on the ground and then spraying the liquid onto the sheets. CONSTITUTION:A recessed portion 10 is formed by excavation of the ground, and a channel 12 is drilled around the outer periphery thereof. Coupling portions 16 are provided on the inner face of the recessed portion 10 with their ends put on each other, and porous sheets 14 having a strip sheet 19 interposed between them are laid and are stopped and fixed by a rivet 18. A delayed coagulation osmotic mixed liquid (A) formed when asphalt emulsion (B) stocked in a first tank 26 and an aqueous solution of ammonium salt stocked in a second tank 28 are mixed together by a pump 20 is sprayed onto the whole surface of the sheets 14. The end of each porous sheet 14 is bent into the channel 12 and is buried back by + or -30. Thus, measures are surely taken against ground water by utilizing the properties of the delayed coagulation osmotic liquid (A).
