PURPOSE: To reduce the supply amt. of water while enhancing treatment efficiency by constituting the whole of a system treating a large amt. of waste water generating in the electrodeposition painting of the surface of a car body as a closed system and providing an impurity solidifying and removing device, an ion removing device and a replenishing water supply device. ;CONSTITUTION: The confluent waste water of the first pretreated waste water after an alkali degreasing process using first washing water 25 and the second pretreated waste water after a chemical forming treatment process using second washing water 26 is once stored in a raw water tank 2 and introduced into an impurity solidifying and removing apparatus 31 containing a biological treatment device 4 to solidify impurities in waste water to remove them. Next, this treated water is introduced into an ion removing apparatus 32 equipped with reverse osmosis membrane treatment tanks 8-10 and an ion exchanger 11 to remove impure ions in the treated water.
