Next, after a cut-off water plate 38 made of FRP or the like is arranged inside the plate 40 to be cylindrical. an inner mold frame 24 is assembled in the inside thereof to place concrete. And at the time when the concrete is cured as a lining to some extent, the plate 40 is moved forward to form a clearance between the plates 20, 38. In this way, a curved part can be constructed smoothly and promptly without interference with the lining and it can stand against a high hydraulic pressure atmosphere.
