PURPOSE: To enhance the working efficiency, and secure adhesive strength of a surface material by covering the surface material of a structure with a net, and preventing exfoliation of the surface material by fixing an anchor pin to a building frame of the structure from above it. ;CONSTITUTION: An exfoliation preventive layered body 1 is stuck by pressing it to a surface of a building by putting the sticking side of a see-through sheet 3 on the outside, and through holes are arranged in the sheet 3 by a drill or the like from net holes 4 up to reaching a building frame. Next, an adhesive is injected into a hole for an anchor pin, and the anchor pin is driven and fixed, and a net 2 is pressed in by sandwiching it between the pin and a surface material. Next, the see-through sheet 3 is separated, and joint parts of the adjacent exfoliation preventive layered bodies 1 are superposed above and below up to a position of perforations 14.
