PURPOSE: To provide such a new type of communication network that each user who is a member of multicasting sets is controlled and managed independently from the generation and utilization of a distribution route or transmission route used for the communication between the members of the sets and the control of the network. ;CONSTITUTION: Each node is provided with a set manager for generating and managing a set of users which become multicasting addresses or controlling access. The set manage maintains the records of the local members of all users related to its residing node and becomes a set leader for maintaining the member information on a whole user set in a multicasting group at every designated user set.
