The present invention relates to a power regulation device and method capable of reducing the energy consumption of a load, particularly an inductive load such as an incandescent lamp and a motor, while moving the power factor toward a rising reflection power factor and maintaining harmonic distortion, line crest factor and line noise low . The system of the present invention is capable of self tuning for various loads and can monitor the power consumption under light load to 25% while minimizing the light output. The system uses a triac and a parallel capacitor bank connected in series with the load. The triac is turned on in response to the differential voltage near zero measured at its both ends and is turned off near the peak of each 1/2 AC cycle by shunting the surrounding current of the triac. The capacitor absorbs the induced turn-off voltage spike due to the steady-state breakdown field when the triac is turned off. By this energy, the ON period of the lamp is extended, so that the light output and the operation efficiency can be increased. The turn-off time is adjusted to match the line voltage, load current, and load power sense signal to adjust the power to a reduced level.
