The present invention relates to the discovery of surprising and unexpected therapeutic effects of hydroxyl ions. According to the observed medical properties of these ions, these ions have a broad therapeutic category. The acute corrosive effects and toxicity of hydroxyl ions on lung tissue were already superior to their therapeutic properties. Only hydroxyl ion modulation compounds have been found and are included within the scope of the present invention. When used in combination with hydroxyl ions, this modulating compound prevents and reduces the deleterious effects of hydroxyl ions, revealing therapeutic properties that have not been previously identified and illustrated. These hydroxyl ion modulation compounds virtually do not interfere with the surprising and unexpected therapeutic benefits of hydroxyl ions. This novel hydroxyl ion modulating compound is generally characterized by an N, N-disubstituted-aminoacetate salt and a substituted N, N-substituted-aminoacetate salt. The present invention includes hydroxyl ions and accompanying hydroxyl ion modulating components. This composition and method of treatment provide various therapeutic effects, such as skin effects (wound healing, etc.), eye treatment effects, oral treatment effects, ear, nose and throat treatment effects, and medical treatment effects. Methods of making hydroxyl ion modulating components of the present invention are also described and are included within the scope of the present invention.
