Innovation of invention consists in mechanical grinding of compoundant before activation to keep shear gradient of compoundant mass within (3÷6)-103s-1.. Prior to spraying fuel activate multiplicant, its jet is divided into streams brought to loculus. Prior to dynamizing oxidizer, centered swirling of its flow is started which is continued afterwards. EFFECT: extended range in fuel depletion for wastes received for reworking.
