An electrochemical fission process and appts. for the treatment of emulsions, wash water, drainage water and process water loaded with heavy metal ions and/or organic components, esp. toxic and carcinogenic aromatics and derivs., by electro-flotation without use of additional electrodes, comprises a 3-electrode system consisting of a cathode with a variable pitch and two anodes, one pref. a Ti anode coated with a Ti-Ru mixed oxide layer, and a second dimensionally stable anode including easily sol. metal chips, pref. Fe, Al and/or their alloys, in basket shape, and which can be pushed over the first partial electrode. In moderate pH ranges, very fine gas bubbles and oxidised hydroxide or oxide-hydrate gels are formed at the same time for the metal chips. The partial current ratio on the two anodes is 5:1-1:4.
