The device has a hydraulic pump driven by an electric motor and connected in a circuit contg. an oil tank (8), a choke (5) connected in the oil flow and a heat exchanger (6) coupled in or to the load system. The choke (5) connected into the oil circuit (9) is in the form of an oil motor coupled to the generator (11) as a working machine. The generator is connected to one or more loads (14,15) either directly or via a battery (12); it can supply the electric motor (3) via the battery or a reservoir.
