A valve spindle (3) is sealed within a housing (1) by the insertion of a number of packing rings of sealing material (5). The rings are preloaded by insertion under a loading force generated by a hand operated hydraulic pump (11). A ring shaped pressure plate (6) is displaced by pistons (7) coupled to the pump outlet. A pressure sensor (12) provides an input to a computer that indicates when the reference force level has been attained.
